A scathing, satirical artist's book by Barrada, done from the point of view of an unnamed, low-ranking bureaucrat and providing detailed instructions on preparing a city, in this case Tangier, Morocco, for a visit by a high ranking diplomatic official. From the introductory statement at pp.5:

"The visit is just weeks away, and on that short but critically important day, your city must present an impression of grandeur from the Visitor's first glimpse. As a wife's housekeeping and decoration reflect on her husband, the official visit is not only a display of the Governor's diligence, but reflects on the Visitor himself. How can you, as a Governor, give an impression of order and good management from the Visitor's perspective? How can you optimize your visual assets manage risk, and be sure that the Visitor leaves your town impressed? This little book will tell you how. I submit this Guide not on behalf of the office where I hold and unimportant post but on my own account, and affirm that I have no personal interest in endeavouring to promote this essential work, and no motive but the greater good of our beloved Nation - a Clean, Authentic, Competitive and Modern Kingdom." 

A fine copy with the original, untitled, pencil-signed print laid-in. Published again, in a combination volume with the artist's A GUIDE TO FOSSILS, by Koenig Books, London, in 2016. This the first (and scarce) edition, limited to 350 copies. OCLC notes only three holdings at Penn, the Canadian Centre for Architecture, and the Central Institute for Art History in Munich.
